The situation

What has happened

On the last market day, rangers issued fourteen parking infringements in Main Street where temporary no-stopping signs had been placed for the market. The Brightwater Traders Association has complained that the signs went up late and that enforcement was heavy-handed. One driver has elected to contest her infringement and the matter is listed for the Magistrates' Court in November. The ranger on duty has notes, photographs with timestamps and the sign placement log. Priya Sundaram wants the parking control arrangements reviewed before the Spring Market, a response to the Traders Association, and a brief of evidence that will stand up in court.

Look for a review that tests the controls against the authorising local law, a brief that links each exhibit to an element of the offence, and a complaint response that is factual, courteous and does not concede matters that are before the court. The evidence plan must reflect proper court conduct and the limits of the ranger's own knowledge.
