The situation

What has happened

The audit and risk committee has reviewed the shire's long-term financial plan and found that the renewal gap on roads and bridges is widening. It has asked for the asset management strategy to be reviewed and reported to the October council meeting with funding options. The condition data in the works system shows unsealed roads and timber bridges deteriorating faster than the renewal budget allows. Finance has modelled three options: hold renewal spending, increase it by 1.2 million dollars a year through a special charge, or reprioritise capital projects. Helen Marchetti wants a council report that gives councillors a clear recommendation and does not hide the trade-offs.

Your brief. Draft a council report using the Council Report Template that reviews the asset management strategy, presents the renewal funding options with their financial, risk and community implications, records the consultation undertaken, and recommends a preferred option for council's decision.

Evidence guide

Look for a report that follows the template exactly, uses the condition and financial data accurately, presents the options fairly with their risks, and ends with a resolution council could adopt as written. The conflict of interest declaration must be completed and the reasons for any confidential attachment must be stated.

The student's evidence summary lists every record they created or changed in the systems named above, their notes and the tasks they ticked. Verify it against the deliverables and your own assessment tool.
